Default Jobs for New Immigrants?

I recently immigrated to Canada and presently seeking employment in the accounting field but is having a hard time because I don't have the "Canadian experience". I have even applied for position below my level and was told that I was too qualified.....I have registered with 3 agencies so far....but not luck.

What else can I do?

Send emails, register to all job web sites you can think of, cold calls, contact as many job agencies as you can - List of jobagencies in Canada here. Some people even try volunteering to get Canadian experience.
