Default Workshare question

If a company is in a workshare program, can they still lay-off their employees? The company that my friend works for entered a work share program. Right after entering the work share program they started laying off employees.

Isn't the purpose of the workshare program to avoid laying off employees? This particular company has laid off employees in 2 separate waves and seems to be getting rid of the employees that they don't want, irregardless of experience or seniority.
