Default Canada labour shortage

I’ve read a survey that says Canada is one of the countries with very high rate of labour shortage. Canada is rated second after Mexico the survey says. According to the prime minister the new skilled immigration policy have to be a top priority for the government.
It turns out we need more Mechanics, Electricians, Nurses, Drivers, Engineers, Sales reps., Chefs, Labourers.
Sometimes I wonder, we have so many unemployed and at the same time we have labour shortage…
