Default Job market in Canada now

Hi Everyone,
Greetings to all of you. I am new to this forum. Registered just a minute ago. Sorry if I sound naive.

I am myself from India and pursuing higher degree in the US. I am making this post on behalf of my uncle.

Ok to put a long story short, My uncle is 45 years old. He has about two decades of work experience, out of which 8 years were in international companies in Doha (Qatar) and Bahrain. His college degree is in Commerce (B. Com from India more than 2 decades ago). Right now he is in India, but he will be starting on a new job in Dubai in another one month. His job description is that of a secretary to the CEO of international companies.

Does he have a chance of getting a job in Canada (prferably Toronto)? If yes what should be his first steps in looking for a job? I have no idea about the Canadian economy in these troubled times. So please help. Thank you very much for your time.

He has a chance of finding a job in Canada but he needs a work permit first.

I read in the newspaper today that the unemployment rate will go up in the next couple of months. The projection is it will reach 7.5% which is very high. So I guess the job market is not good at the moment...
