Unhappy Inquire on work permit

Hi! I applied for work in Canada (particularly in Quebec) through an agency. After a few weeks, they told me that my work permit is already approved and I only need to appear in the Canadian embassy in Manila to get my visa stamped. I have been waiting for 2 months now since they applied the permit for me and I haven't receive it yet. Can i possibly inquire this in the embassy? Is there a work permit that lasts for 3 years?

Please help.

I would definitely call the embassy to see what is going on. The reason may be that they are backed up and they usually are....
