Can i apply for work permit from within canada
 

Hi,

I'm currently visiting Canada. I have a multiple entry visitor visa valid for 2 years. I have a full time job offer related to software dvelopment that qualifies for IT pilot project which means it doesnt need a letter from HRSDC.
Questions i'd like answered:

can i apply for work permit from within canada?
how long does it take to get work permit?
if i have to go out of canada to apply , how long will it take?
