Is it a standard practice for a recruiter or an employer to call former co-worker or manager :confused: ?

In my opinion, yes. References are important part of the job interview these days.
It will always help you to give good references. Sometimes the employers just want to see a few phone numbers and will never call.

Do you think that a written reference from a different country will work?
I have one from my last employer in Europe. Do the recruiters always want to call and speak with the actual person?

Written job references are useless most of the time.
If your future employer wants a reference he will call your ex-employers.
In my personal experience, you got 30% chance that the employers/recruiters will contact your ex-employers.
